As I reflect on the past year, there never seems to be an easy one for the Association. On the racing side we continue to push for higher stakemoney levels and lower administration costs, the benefits then flow through to all parts of the industry. We have been constantly addressing issues such as whip rules and the level of fines as well as fixing numerous racing issues.
Throughout the year we have dealt with many issues such as Appeal deposits, Concession drivers, Declaration of Drivers, Advancement Trials, Graduation Meetings, Sectional Times, Track conditions and Drivers Colours to name only a few. Of particular concern for the Northern region trainers is the problem with the Unfulfilled Engagement Rule and Bonus Points with regard SA horses. We have taken action on their behalf.
The usual problems of high Licence and Insurance costs is ongoing and we continue to work to ensure that these are kept to a minimum. A major concern has been the AHRC stance on wooden sulkies with their chief advisor Jim Walsh having a massive conflict of interest being the owner of Regal sulkies.
The Industry Advisory Council (I.A.C.) has been a tremendous vehicle in the past for all facets of the industry to come together and discuss issues with the board and from which many decisions have been made. The strategic planning group has been utilised to recommend changes and we have concerns that their decisions are not reflective of the industry but of individuals.
Consultation is the only way to benefit all people in the industry in the long term. I sincerely hope the Board does use the I.A.C. properly and takes note of the delegate’s comments.
The year ahead appears to be one, which no doubt will see new challenges with issues such as the Showgrounds and Melton well on the agenda. We can not be complacent, so to my hard working committee thanks for all your support, your differences of opinion, positive input and regular attendance. There is still much work to be done.
My thanks to Bruce Barron for his continued efforts on the Board of Management of the Bendigo Training Centre and his work as secretary, Clinton Welsh, Graeme Lang and Lance Justice for their assistance with deputations throughout the past twelve months.
I wish that the 2003 season will be a successful one for all participants within the industry and together we see the Harness Racing Industry prosper.
